Regulatory Terms
Prohibited
Banned from use in cosmetics. Remove entirely from formulations.
Restricted
Allowed only under specific conditions, such as concentration limits, usage restrictions, or labeling requirements.
Allowed
Generally recognized as safe for use under normal cosmetic conditions. No special restrictions.
Quasi-Drug / OTC Drug
Classified as an over-the-counter drug active ingredient. Requires drug approval pathway; cannot be used in standard cosmetics.
MoCRA
Modernization of Cosmetics Regulation Act of 2022. U.S. law requiring facility registration, product listing, and adverse event reporting for cosmetics.
SCCS
Scientific Committee on Consumer Safety. EU body that provides scientific opinions on the safety of cosmetic ingredients.
